Our cat is losing his hair especially on his belly and working up. Could this be from fleas?

It could be due to numerous different conditions. I would suggest taking it to your vet immediately. And either way, I would recommend putting it on some sort of flea control, as there are various pathogens that can be spread by fleas to cats (not to mention you will eventually get fleas, too!). In addition, it's a heck of a lot easier to prevent flea infestation than to clean up a house that is already infested!

i could be from stress if your cat keeps licking himself.

no...your cat has a severe case of the losing-hair syndrome and i recommend you take it to the vet immediatly. LOL

It could be. I had a cat who was allergic to grass, fleas, and maybe other stuff too. She would lose her fur on her head every summer and she looked rough. The vet said possibly grass and flea poop caused the baldness. Although the flea meds didn't really work for the stopping of the baldness so we assumed the grass was the culprit.
